Management Services


The Management Services Department is committed to providing reliable information and quality service to our customers, who include citizens, elected officials, County administration, other County departments, vendors and employees.  The functions of the department include payroll, human resources, accounts payable, purchasing, budget, general accounting, grant administration and financial reporting.

Business hours are 8:30 a.m. - 5:00 p.m., Monday through Friday.  The Management Services Department offices are in the County Administration Building (Haberer Building) at 47 Rails End Lane, Rustburg, 24588.

Budget – The Management Services Department works closely with County Administration and the Board of Supervisors in the development of the County's annual budget and capital improvement plan.  The process normally begins in December, with the development of the County’s priorities and initiatives and concludes with the final adoption of the budget by the Board of Supervisors in June.

Payroll – The County has approximately 400 employees. Management Services contracts payroll out to Automatic Data Processing (ADP).

Accounts Payable – The Management Services Department is responsible for paying all County invoices and for 1099 reporting. 

Purchasing -- The Management Services department issues Invitations to Bid and Requests for Proposals for County departments.  We are also responsible for purchase orders and the County's bidders list.

General Accounting – The Management Services Department is responsible for ensuring accuracy and dependability in all financial transactions and reports. Financial reporting covers local, state, and federal agencies.  We are audited by Robinson, Farmer, Cox Associates.

Human Resources – The Management Services Department serves our employees with integrity and accountability in a professional and courteous manner.  Our goal is to attract, motivate, develop and retain an efficient, productive and diversified workforce primarily responsible for providing services to our citizens.
