[ARCHIVED] Review: Trustees, Friends, & Foundation

Here is a quick review of the library's organizational structure.

We are County employees, managed by County Administration under instruction by the Board of Supervisors. Campbell County residents vote for Supervisors in regular elections, based on their districts. Each Supervisor then appoints a representative for their district to serve on the Library Board of Trustees. In return for their service, they receive a small stipend by the County. 

The Library Board of Trustees is our governing body. They:

  • Approve changes to our policy
  • Review our budget before we turn it in to County Administration/ Board of Supervisors
  • Help develop our strategic plan

The Board of Trustees trusts the Library Director to maintain day-to-day functions; they focus more on big picture items that may affect the Board of Supervisors.

The Library Director is in charge of all library staffing, services, and functions. They have a system-wide approach, trying to serve everyone equitably.

The Campbell County Public Library Foundation is an entirely independent entity with its own 501(c)3 non-profit charitable status. Their mission is to secure the sustainability of the library system through fundraising. They initially formed to help raise funds for the Timbrook Library's current location but now serve all CCPLS locations. They are governed by a Board of Directors. While they have no authority over staffing or library programs, they are a critical part of our innovative programs. They may decide to host their own activities or fundraising endeavors (like pancake breakfasts or shirt sales).

Each branch has its own Friends of the Library group. They focus on supporting library staff and services for their particular locations. Some may but are not required to be their own non-profit entities. They also do not have authority over staffing or library programs but are considered partners in all that we do. (We often invite them to attend and help with programs, as it's mutually beneficial.)

Hopefully this has clarified more about the groups who help CCPLS do great things!
